Problem in mysql version. Try 8.0. or import manually db from installation\backup\database.sql then you will see what triggers error.

I suspect could also be the hosting issue, I have the same problem on my orangehost, tried several times, then I tried to use the same files on another hosting it worked perfectly well. Just my thought

update is not nulled only the new install is nulled
